The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with more than 135 supporting and implementing country offices worldwide. ADRA Lao has been registered in Lao since in 1992 with the core focus of assisting those most vulnerable by alleviating poverty through community driven integrated development projects.
ADRA Lao has the opportunity to prepare a proposal for the German Federal Ministry for Economic Cooperation and Development (BMZ) for a potential food security project in Xiengkhouang Province. The Phoukoud Integrated Climate Resilient Agriculture and Improved Livelihoods (PICRAIL) project aims to work closely with government counterparts and village committees to facilitate community-based planning activities that will result in improved agriculture and natural resource land management activities, with direct beneficial impacts on food security and livelihoods.
To address the issues of food security, land tenure, and climate change the project will strengthen village networks to plan and accelerate the development and uptake of sustainable agriculture techniques, strengthen community-based natural resource management strategies, and build local resilience to climate change impacts. In collaboration with government partners and beneficiaries, ADRA will support the following activities by applying the Linking Agriculture, Natural Resources and Nutrition (LANN) approach, to improve livelihoods, and increase food security and nutritional consumption in 20 targeted villages. The aim is to achieve the following outcomes:
- Enhanced food security and household nutrition through improved climate change resistant agricultural techniques
- Enhanced community-based livestock for consumption and income generation
- Increased inclusion of women and people with a disability with improved equitable gender roles and social diversity within target communities
As part of the proposal development process, BMZ requires an external study on the feasibility of the proposed intervention design, with findings being included in the proposal.
Scope of work
The consultant will be expected to:
- Assess and review the proposed intervention design
- Provide feedback and recommendations for the intervention revision during the study
- Provide a draft feasibility report of the proposed project and interventions for revision
- Provide inputs to the final design of the feasibility report of the proposed approach.
Potential applicants must have a minimum of 7 years’ experience in agriculture and livelihoods and/or climate change adaption and be able to complete this assignment by the end of April.
