Laos M&E Manager

Pencils of Promise (PoP) is seeking someone with the experience in management, planning, and
evaluation to help us measure the impact of our work in Laos. As the Laos Monitoring and Evaluation
(M&E) Manager, the hire will be posted in Laos to support quantitative and qualitative data collection,
plan M&E activities in coordination with the entire Laos PoP office, manage the Laos M&E team, and
ensure accuracy and timeliness of data collection. This position reports to the Director of Learning &
Evaluation, located in New York. PoP is looking for a Lao National who speaks Lao and English fluently.

Summary of responsibilities

Ensure all M&E data is collected and inputted correctly and on time

  • Oversee error-free inputting of all data
  • Resolve ad hoc issues with data collection processes
  • Strictly adhere to NY Impact metric collection timelines

Manage in-country M&E team

  • Oversee the planning of all data collectionperiods and collaborate with Programs
  • Manager to ensure cohesion between M&E and Programs teams
  • Support M&E team in overcoming challenges with collecting complete and thorough data in the field
  • Oversee accuracy and timeliness of all M&E team members’ work
  • Provide professional and personal development to M&E team and work to increase M&E
    knowledge with the full team

Prioritize open and consistent lines of communication with all of teams in the Laos PoP office

  • Plan all M&E activities, both data collection and managerial, in collaboration with Administration, Program, Projects, and Executive teams
  • Develop tools that adhere to all department needs, as needed

Manage Salesforce M&E database

  • Ensure data is entered into Salesforce error free and on time
  • Work with the NY Impact team to ensure Salesforce aligns with Guatemala needs

Communicate insights and data to Director of Learning & Evaluation (based in NYC)

  • Share data and identify key insights with NY headquarters
  • Discuss strategic implications of quantitative and qualitative data results

With oversight from NY Impact team, support the design of tools to gather quantitative and qualitative metrics from a variety of beneficiaries

  • Create robust M&E protocol for programs and projects
  • Create and execute a process for measuring the need in PoP communities and the qualitative impact of all PoP interventions

Qualifications

  • Bachelor’s degree, preferably in relevant field (e.g. Statistics, Economics, International Relations)
  • Master’s degree preferred
  • At least 2 years of experience managing a team and planning complex activities
  • Strong knowledge of M&E methodologies across international development space, with at least 1 year of work experience with qualitative and quantitative research initiatives
  • Basic understanding of statistics
  • Extensive experience with Excel
  • Experience with Salesforce and STATA preferred
  • Understands and can overcome the barriers of executing M&E in the field
  • Strong written and verbal communicator, including creating presentations which can simplify complicated data sets and pull out key insights
  • Interacts with people of a variety of cultures with ease; able to leverage insights from in-country staff to strengthen own work
  • Comfortable working remotely from staff and/or direct supervisor
  • Enjoys working independently and demonstrating initiative
  • Thoughtful and eager to brainstorm improvements for our programs and processes
  • Fluent in both Lao and English, mandatory
